If you have a contract with an agency and work through them for an end user client, whether or not you are employed and who by will be determined by your contract, and the reality of the work you do and how you do it.  If you work through a limited company, consider yourself self-employed or have been told by the organisation you work for that you are self-employed, that might not actually be the case – you could be employed, or a worker.  Workers have a lot of the same rights as employees.  The well-publicised cases about uber drivers and couriers have shown that it’s not always easy to work out your employment status.
